In reference to my earlier ebay problems. I will now get my $5.15 back. I haven't decided if my two 45 minute phone calls, along with my many emails to the seller were worth the effort, but at least I won. I am sure that ebay will penalize the seller, and while she did send me an email apologizing. She never offered or even acknowledged my request for the difference. The resolution department is going to credit my ebay account, so I will be able to use that on a future ebay purchase.
